JACKSONVILLE, Fla. (July 20, 2010) - During the second quarter of 2010, Stellar, a construction, design, engineering and mechanical services firm, broke ground on three projects for the U.S. Army Family Morale, Welfare and Recreation Command (FMWRC) as part of its Nonappropriated Fund (NAF) indefinite quantity/indefinite delivery (IDIQ) contract. The contract uses NAF funding and not taxpayer dollars, and includes numerous projects that are currently in various stages of design or development.

All of the design-build projects that broke ground in the second quarter of 2010 are for the U.S. Marine Corps-the largest of which is an Exchange in Camp Lejeune, N.C.

  • The Camp Lejeune project includes a 100,000 square-foot renovation and 40,000 square-foot addition to an Exchange. The project began in April and has an anticipated completion date of November 2011. The expansion will include additional retail space, new rooms for electrical utilities and fire safety equipment. Renovations will be primarily in the main retail area and involve replacement of acoustical ceiling tiles, flooring and interior light fixtures. The project also will include renovations to the exterior of the main entrance, to incorporate the MCX standards, and reconfiguration of an employee parking lot.

Stellar's Marine Corps projects also include renovations and additions to facilities on two bases in Virginia.

  • At the Henderson Hall, Va. Marine Corps base, Stellar is conducting an 82,000 square-foot renovation and 15,000 square-foot addition to an Exchange. The project began in April and has an anticipated completion date of November 2011. The renovation will encompass three stories and will include new fitting rooms and ammo storage areas, and the replacement of floors and acoustical ceiling tiles. The two-story addition will include a loading dock, new restrooms, a "Java Café" coffee shop and increased space for sales and display areas.
  • In Quantico, Va., Stellar will expand a Fuel Station and Package Store, which will include the replacement of an existing fuel system, pump and canopy. The nearly 10,000-square-foot addition began in April and has an anticipated completion date of November 2010.

"We are proud to continue our partnership with the U.S. military to provide enhanced recreation and retail spaces," said Richard Lovelace, divisional vice president, commercial for Stellar. "We enjoy the opportunity to meet the high design standards of the Marine Corps and to contribute to the quality-of-life of our service men and women and their families."
